EU Finalises Tougher Toy Safety Regulation: Focus on PFAS and Digital Product Passport
On the 13th of October 2025, the Council of the European Union gave its final approval to the new regulation on toy safety.
The new legislation strengthens existing safety standards and restricts the use of hazardous chemicals as endocrine disruptors, skin sensitisers, biocidal products, and per- and polyfluoroalkyl substances (PFAS).
Additionally, the regulation introduces the Digital Product Passport (DPP), which will contain key safety information about the toy, thereby improving authorities’ ability to detect unsafe products and to facilitate customs control.
This regulation will replace the current Directive 2009/48/EC and aligns with the EU’s Chemical Sustainability Strategy, which aims to protect especially vulnerable consumers, such as children.
The text must now be approved by the European Parliament before it enters into force. A transition period of four and a half years is foreseen for full implementation.
