In February 2025, Regulation (EU) 2025/40 on packaging and packaging waste (PPWR) entered into force, aiming to fundamentally reshape packaging compliance across the European Union (EU). The Regulation establishes harmonised rules to reduce packaging waste, improve recyclability, and support the transition to a circular economy.
Understanding the PPWR and its objectives
The PPWR applies from 12 August 2026. It replaces the former Packaging and Packaging Waste Directive with a single, directly applicable EU framework covering recyclability, recycled content, reuse targets, labelling, and chemical compliance across all packaging types and supply chains.
Non-conforming packaging cannot be placed on the EU market.
Key Requirements of the PPWR
The PPWR replaces fragmented national rules with a single, directly applicable framework. Key requirements include:
• Harmonised EU labelling
• Data and traceability obligations aligned with Digital Product Passport frameworks
• Recyclability performance criteria and design-for-recycling requirements
• Minimum recycled content requirements for certain plastic packaging
• Reuse and refill targets for specific packaging categories
These obligations are implemented through a staged compliance timeline starting from the Regulation’s application date and extending to 2040.
